The tallest cacti in the U.S. are the saquaros found near Tuson, Arizona. To obtain water in the hot, dry desert, the saquaros will send a tap root down 5' to obtain water. Other roots are just below the surface to gather in any water that has come from the sky. Their waxy skin surface and the sharp needles keep creatures from getting to their store of water.
